(4) Determine that the Council of the said Shire of Gulgong as hereby constitued shall consist of eight (8) councillors, and pending the election of a Council upon a date to be proclaimed appoint as the Provisional Council of the said Shire which shall have, pending such election, all the powers of the Council of a Shire, the persons named as follows to represent the ridings set opposite their respective names:
