COUNTER PETITION RE MUNICIPALITY
In 1874, a petition against making Gulgong a Municipality was circulated. The original petition for Municipality was created in 1873. Together, these lists provide a good oversight of who lived in and around Gulgong in those years.
Among the signers were:
  • 7 women;
  • 6 storekeepers;
  • 4 butchers;
  • 7 hotel keepers;
  • 15 farmers;
  • and one each of: machine proprietor, carpenter, builder, carter, blacksmith, watchmaker.
The bulk of the 340 people who signed were miners (112) or those who listed themselves as householders, landholders, freeholders or residents without listing a profession (181).

The Petitioners state they are residents within the boundaries of the proposed Municipality of Gulgong, and, if incorporated, would be liable to Municipal taxation.
That the area sought to be incorporated is nearly 9 square miles, and is too extensive to be worked with advantage.
That there are no roads to be kept in repair, except in the town of Gulgong—to the incorporation of which, by itself, they have no objection.
That the inhabitants of the country adjacent to Gulgong have no common interest with the town.
That of the 275 persons who have signed for incorporation, 169 inhabit the town, 59 reside in Rouse's, Lowe's, and Stott's paddocks (private property being mined for gold), the owners of which would be, but the residents would not be liable to be assessed; and of the remaining 47 persons, who belong to the mining community and are migratory in their habits, there is not one who has been a permanent resident in the district.
That the legitimate settlers, &c., outside the town have not signed the petition for incorporation.
And the Petitioners pray that your Excellency will take this their petition into your consideration, and having regard to the fact that the residents of the district around the town of Gulgong are not favourable to the incorporation of the proposed Municipality, at any rate jointly with the town (evidenced by the fact of the said petition not containing the signature of one single legitimate settler, landowner, or occupier), will decline to proclaim the Municipality; or that your Excellency will reduce the area so that the same may be confined to the town of Gulgong; or that your Excellency will grant such further or other relief in the premises as to your Excellency may seem meet."
And your Petitioners will ever pray, &c.

1874 - ‘What do We Want’ 
We want a good road to Mudgee, via Home Rule, with a bridge over the Pipe Clay; a bridge over Reedy Creek at Martin’s Crossing with a good road to it from Gulgong; a town common of about 500 acres near Lyon’s selection, where the ground has been proved unpayable for mining purposes; a grant in aid of the water supply; a municipality; the opening up of the land in blocks not exceeding 40 acres, extent to free settlers where the ground has been non-productive to miners after careful prosecting; a fire brigade; an abatement of dog nuisance; a good road to Canadian and the auriferous paddocks in the vicinity; a good road to the new rush at Tallawang, through Old Tallawang; the stumping and levelling of the gutters of our thoroughfares’; a shortening of the contractors time on the mail road between Wallerawang and Mudgee by 2 to 3 hours; cemetery improvements; a mill; the planting of trees to promote the public health; a land agency, a District Court; greater punctuality of the opening of the Court; the appointment of additional Justices of the Peace; the separation of the offices of the Warden and Police Magistrates; new leads; and greater enthusiasm on the part of the people in advancing their own interests.
